Redistricting is a normal process that cities must conduct every 10 years after the Census. Ward 5’s population declined steadily between 2010 and 2020, causing population inequality across wards. The city must comply with legal statutes like the 1964 Voting Rights Act, which requires a near-equal population for fair voting before the 2025 municipal election.
